Dr. Elaheh Koolaee (born in 1956 in Tehran) is a full professor at the Department of Regional Studies in the Faculty of Law and Political Science at the University of Tehran. She is a researcher and author of numerous books and articles in the field of international relations and Central Eurasia Studies.

Dr. Koolaee launched the “Center for Central Eurasia Studies” at the University of Tehran in February 2005 (Bahman 1383 in the Persian calendar) and currently serves as its director. The center’s deputy director is Dr. Shiva Alizadeh, an assistant professor at the Department of Regional Studies.
